ln this article, the author explores the issues of legal regulation and the development of normative-legal base of the naval construction during the civil war in Russia. The author emphasizes. That was during the construction of а completely new ' ormation of legal base of the fleet, which is based entirely on new legal principles of State-building - revolutionary expediency.
